NIHB Counselling Benefits in Ontario & Canada

The Non‑Insured Health Benefits (NIHB) Program is a federal program that helps eligible First Nations people and Inuit access health services not covered by provincial health insurance or private plans. One important benefit is mental health counselling — giving you the support you need when other services aren’t available.

According to the NIHB guide, “Every calendar year, an eligible client is eligible for coverage of up to 22 hours of counselling performed by an NIHB‑eligible provider consisting of an initial assessment (up to 2 hours) and up to 20 hours of counselling. Additional hours in the same calendar year may be covered on an exception basis.” At New Beginnings Counselling, we help clients navigate the NIHB process, ensuring they understand their eligibility, can access their full entitled hours, and receive the guidance and support needed to maximize the benefits of this program for their mental wellness.

Counselling Services Covered by NIHB

NIHB provides coverage for short-term counselling sessions with qualified mental health professionals. Services include:

  • Individual therapy for personal mental health concerns
  • Couples therapy for relationship support
  • Family therapy to improve family dynamics
  • Trauma-informed care for past or recent trauma
  • Support for challenges such as anxiety, depression, grief, PTSD, and more

Important: All counselling services must be provided by a professional approved under the NIHB program.

How to Access NIHB Counselling

  1. Check your eligibility for NIHB.
  2. Book a counselling session at New Beginnings Counselling.
  3. Show your NIHB client identification so we can bill NIHB directly.
  4. For some services, prior approval may be required; we guide you through the process.

Tip: NIHB acts as the “payer of last resort,” so other insurance (provincial or private) must be used first if available.
